This proposal seeks to reduce robocalls and unwanted calls by using existing phone company billing mechanisms.

Every time you make a call, and the call is connected, you pay a 10¢ connection fee. This connection fee is divided between recipients (95%) and phone companies (5%). Since you now get paid to receive a call, a call becomes similar to a wire transfer, with risks of fraud addressed in the proposal. People who call each other are on a 'friend list' and subsequently call each other for free. Legal robocalls must be routed via your Phone Company, which is the only way to bypass this charging mechanism.
