*13 is a new phone service that will work much like the current *69. *69 is the code you dial into your phone that to see the number of the last caller. *13 will be similar, but instead of finding that caller's phone number, you will instead charge that last caller $1. That dollar will be added to the monthly bill of the offensive caller which will be collected by the phone company. The phone company can keep half, and will give the other half to public schools. It's what Robin Hood would do if he had cell service.
