The software would determine whether or not the caller is a Robocaller by looking at the amount of calls that the VoIP caller has made within the past minute/hour. If it exceeds a certain amount, a digital certificate will be asked to be provided to proceed with the call. Authorized Certificate: the call is put through. Unauthorized Certificate or No Certificate: the call is dropped.
