The Basic Solution Concept involves the following:

The goal of the method is to render RoboCalls and ANY other unwanted calls, UNBOTHERSOME. This is a method that allows all calls to be INTERCEPTED, MATCHED against a master LIST, and the callers name HEARD, such that the decision to pick up the call can be made, as well as allowing all callers to leave messages as they desire, thus NOT blocking any "LEGAL" callers.

Use standard caller ID. Turn all phone ringers OFF. Create a LIST OF ACCEPTABLE CALLER ID's. Match all incoming caller ID's with the LIST. VOICE ANNOUNCE NAMES of only incomming caller ID'S that match the LIST. RECORD all caller's messages - live MONITOR all messages if desired so as to hear those NOT on the LIST. PICKUP live or RETURN only those calls desired.

This concept results in ALL calls, not just RoboCalls, being rendered UNBOTHERSOME.
