I am the holder of numerous patents so I do not shy from technology solutions. However for as many technology solutions that can be offered, there will be a simpler counter-measure to null their effectiveness. For example the cat and mouse game of anti-virus software.

Any truly effective technology solution would adversely impact consumers' normal use of phones and would be annoying. For example an audio version of "Captcha".

The most effective way to end robocalls is for the FTC to fine organizations $10,000 per robo-call. The money collected could be used towards enforcement by the FTC. This would end the practice almost overnight with no impact on consumers.

If the FTC prefers not to do its own enforcement, offer a bounty for the identity of any robo-caller. This will give hackers something productive to do with their "creative" energy!
