The only way to defeat Robocalls is from using a device that prompts callers with a simple question like what is 3+5 (similar to the "captcha" technology used by websites to prevent robots from filling out web forms). The alternative is to prompt caller to state their name like what Google Voice does right now. Both of the above can be achieved by using either a device connected to your home phone or by software that is deployed by the phone company or cellular carrier. On Smartphones, this can be achieved with the help of an app. Since a Robocall cannot answer questions like a human caller can, the robocall will be rejected (as will people unable to add 3 and 5 :)). The question has to be simple so normal people can answer, yet hard enough for robocall software makers to guess-so don't use "what is today's date"-that can be automated into the robocall software using the date from the computer. Last, but not least, this device should have a database of contacts/history and make them exempt from this question and pass the call on like normal, and so your regular callers-friends, family and work people do not have to answer a question every time they call you. We only want to discourage robots, not your friends or family from calling you.
