Put a rule in place that a recipient, that is not a business, of a call has a right to request and receive the Call Data Records and any detailed information about the source, from any and all carriers that carried that call on their network. The rule would outline the options to submit a request, and a time limit that a carrier has to answer. Any carrier that fails to provide the required information would be subject to a penalty payable to the call recipient. The recipient could then use this evidence to file a court case for a finical judgement against the originator, (or a carrier that failed to provide the required records).
