What we need to do is make it illegal to spoof the Caller ID. We can have it where the company's of telecommunications have a way to trace the call even if it is spoofed with a disconnected number.
There are many ways that the telecommunications can do this, with the Aid of FBI, CIA and other Security firms. Also to help implement this allow there be some kind of thing where when the call is finished and the person stays on line they can key in or dial a number that allows the trace to take place. and gives permission to access ones record then have it followed up with the Telecommunications company via a phone call to confirm the trace..
