Robocallers rely on large volumes of calls to find the few targets that make it worth their while. The goal is to take away the volume and make robocalling completely ineffective. This method employs telecom carriers and their customers to flag illegal robocalls. After just a few flags, the number or network address is banned from calling any number on that carrier's network.
