Submission will propose to compel Local Exchange Carriers including cell phone providers to allow for no fee a residential consumer to add area codes only, as opposed to exact phone numbers on an acceptable call list by individual users parameters. Currently, the LEC allows a customer to add a small number of specific numbers on a block list which robocallers circumvent by bouncing outbound calls throughout the country. The same limits apply to the number of blocked numbers an end user may add. In the event the telemarketer bounces a number in the selected area codes of a customer, the customer may hit #111 or an unused designated code after the unwanted robocall call ends to report the number. Similar to Facebook, the repeated calls would after a certain number of calls reported in a short period of time would be instantly blocked and investigated. If determined to be a violator or nuance caller, the information should be forwarded to the FCC for investigation with the subscribers information. At that time the FCC can bounce the reported called number against the DO NOT CALL list. As it stands, the reporting process at the FTC is too cumbersome to deal with the many calls and manually requires the protected the end user to enter a violator.
