Trying to stop these at the source is difficult, they are impossible to identify when originated. The person that answers is the only one who can definitely tell that one of these massive annoyances is occurring on their line. What I propose is an option on the phone, perhaps thru a # or * menu that the receiving person can press that automatically logs the call and the technical details of that call. Further, those details be sent to enforcement authorities for investigation. If the scum that are making these calls know that they will be caught and prosecuted, that their victims have an easy way of reporting them to someone who can take action it should suppress these activities.
