The challenge: Develop a mobile app that will crowd-source poll monitoring, so that problems that voters experience at polling places will be reported to a web map in real time using the voter's cellphone.

Currently, poll monitoring is limited by the number of volunteers who can be recruited, trained and deployed, a problem elegantly addressed by allowing voters to be reporters through a crowd sourcing app.

The mobile app would also allow the voter to dial through to an election hotline to speak to a live person about unusual problems. Election authorities, voters, news media and advocacy groups would all have access to this information, allowing for better problem-solving on election day and building a constituency for better election administration.
