Stopping robocalls will remain impossible unless all calls are authenticated. To be practical universal call authentication will need to be invisible to the consumer, seamlessly retrofitted into existing infrastructure, and work for every caller regardless of if they are using a landline, VoIP gateway, or a personal computer.
A unique application of public key cryptography will allow for universal call authentication. All calls that first pass through a caller’s local telephone company will be authenticated after a one-time update by the telephone company.
Calls that originate from programmable caller devices (e.g. personal computer, smart phone, or VoIP gateway) will be authenticated after a one-time update to these devices.
Legal calls will get through even if the caller uses caller ID blocking. Calls that are legally and non-abusively spoofed will also not be blocked.
This entire process will be invisible to consumers.
