Write software that sits at the phone company and when it detects at least 5 out-going calls from a number less than 30 seconds apart, then re-dail the number and flood it with incoming calls (say about a thousand in every burst), while simultaneously reporting the number to a system that could follow-up with a personal call - or disable the number -- if they didn't stop. Also, once identified, add a $25k fine to the bill for the owner of the line.

Companies are not going to stop using this technology until we fight back by flooding their lines (to stop them from making out-going calls) and fining them once identified. Otherwise, there's no incentive. When humans report them, they've already made 100,000 calls before anyone can follow up.
