Stop it before it starts!!!

Robo calls are made by computers, so why not stop it at it's source? Create a "virus" sofware that can be installed on a computer and phone (or is part of an existing virus package that a person can add on) that "screens" calls going to your phone. When a call is coming through have it send a email to the computer and the person can say yes/no to the call. Not only could you stop the call, but you may be able to identify the source of the call so that authorities could fine or pull the license of the caller. Maybe this would end them permandently (that is until a new call method comes along!!!), then have another contest!!! I do not have an actual picture.
