The technology already exists - and works!

I've had Terminating Call Manager on my line since 2003 and haven't gotten any calls that we're authorized - from either robo callers or political. Not sure what the big deal is - the technology already exists and it works great. Our phone company (where I work as the Product Manager) sells it for just $3.95 per month per line.
