RobocallDatabase

This proposal simplifies end user actions at the expense of an added complexity on the network side. It essentially introduces a central database for the US PSTN which will contain a black list of robo-call directory numbers and each incoming call will be checked against the database to determine if it is a robo-call. If enough end users have flagged the calling number as a robo-call number, it will be added to the database black list and further calls from that number will be blocked at the PSTN switch/PBX.
