Simple! Citizens, who are annoyed with unwanted calls go to a website and create a User Name, password, Phone Number, and Zip Code on an internet site. They enter any telephone numbers that they determine to be unwanted. The data is compiled and telephone numbers that produce a large number of unwanted calls are investigated.

Does it work? (50 percent) There will need to be a campaign to get the public to input the numbers of their unwanted calls. This should be easy since many people are fed up with unwanted calls. They would also report unwanted calls that may not be robo-calls. This data may also be useful. There can be a box to indicate a suspected robo-call and their content.

Is it easy to use? (25 percent) Consumers use internet sites to input data every day. It should take less than 5 minutes for a user to input their unwanted numbers. I would suggest that a monthly newsletter be sent out to tell users how their information is helping in the fight against unwanted calls.

Can it be rolled out? (25 percent) An internet page of this type can be easily created. (Likely easier than this site to create.) The process would start with a campaign to get users to input their unwanted numbers. Advertisements would be placed to enlist public. I suggest advertising on sites like "Find A Grave", "Ancestry.Com", "Coke Rewards" and other sites that take in data from users daily. Television commercials may not be a bad idea either. The data can be analyzed many ways to determine number shifting and other aspects of robo-calls. The FTC could use in house Information Technology staff to review the data.
