This proposal is quite simple, so the summary should cover it. The current phone systems all use a standard caller ID which, even when blocked, can be accessed by law enforcement. What is needed is a rule of standard accessibility that allows anyone receiving unwanted calls (whether robocalls or not) to enter a number, say '*666' which indicates to the phone company that the previous call was an unwanted call. If the phone company receives some set number of calls (7 within 5 hours, for example), then that number is automatically disabled. Further algorithm development could include whether the complaint is from a single number (such as a domestic dispute might generate) and different criteria would be applied. A review of the variables would be the responsibility of the public domain/government. Reactivation would require a living person to apply at the phone company offices.
