Have the phone service providers, whether they be land-line or cellular, detect and filter robo-calls automatically. The service providers are in a position to detect and filter robo-calls. They could introduce technology that automatically detects robo-calling patterns on their networks. It's better to centralize the approach, rather than have consumers worry about installing black boxes in their homes or enabling special technology on their phones.
