Human nature

I used to work for a robocall center. I wanted to report them, but found I couldn't. If FTC created an easy whistle blower system, where the insider could report any illegal robocalls made would get 20-30% of the money from the guilty party. This would get rid of robocall centers. The technology needs and issues for combating international grounds could be covered, by giving insiders a huge incentive to hand FTC agents the violators in a silver plate. Catering to the human nature would stop the madness, instead of having more technology and crossing international borders.
