Make Robocalling Unprofitable

Robocalling exists because it is profitable for those engaged in the activity. Like any socially unacceptable activity undertaken for economic gain, robocalling can be greatly curtailed by making it much more difficult for those engaged in the activity to profit from it. This proposal relies upon existing technologies and standard police and enforcement techniques to take the profit out of robocalling. Any uniqueness attributable to this solution is in the process, assembly, and interaction of those technologies and methods.
