Robo-Hang Up

It would be a machine, the equivalent of a Switchboard and could come in the form of a machine at the Phone Company, An App or an Answering Machine like device. Any of these given devices with come in many formats to help the legally blind, deaf, and speech impaired.

It picks up the phone to any incoming calls and detects from any audio artifacts of the call that resemble a recorded message and hangs up the call based on traceable legitimate place of business information among other possible details.

It will determine in 3 seconds who's human and who's not then automatically hang up a Robocall with an untraceable number attached to it as well. You won't be able to hear anything "Robotic" unless YOU call a number with an Answering Machine or the Robovoices yourself.

If it's a human with an untraceable number, they will be blocked too unless the caller saved the "private" caller as a contact. This can be used to eliminate any unwanted human Telemarketer calls too. If these calls have to use real info they will be caught and arrested for running an illegal business.

Legitimate businesses will be allowed under the law or additional contacts can be saved to the device along with any number of legitimate robocalls for Google authorization code activation, phone activation, Calling card activation, Reverse 9-11, etc. will be allowed access to the system by default.
If the wrong company is mentioned in case of hijacking it will be audio sampled and hung up.

Contacts will be stored either on-board the purchased device or off-site via network of the phone companies somewhere or the internet.

For in-coming callers calling under the new system; they will hear a "Real" Dial tone for only about a second it then transitions into a "Fake" Dial Tone (audio files perhaps even customizable too. Monetary opportunity) for from 2 to 4 seconds (As short as possible) before the other phone they call begins to ring.

The receiving phone's ring will be delayed taking advantage of it taking a little time for the receiving caller to pick up the phone, to scan any Audio and contact data. As well as listen to any premature promotion and music and what not that only the automated machines would be activated to do when the machine answers the Robocall.

Maybe even a light or something on the device will even show when a robocall is being "Autohanged".
