Do not allow anonymous callers. Make all callers (including home phones as well as commercial accounts) submit to a verification process whereby the caller is verified as legitimate. Make all phone companies provide for an instant flagging number *7867 (STOP) which will flag a number as an abuser. If more than 50 flags are collected over a period of 72 hours, then permanently block that number for all outbound calls until it is either reassigned to a different entity, or an investigation has proven that the number is legitmate and for a legitimate purpose. If an entity requests a number be changed, make then wait 7 business days before it takes effect. Any calling company who spoofs a number is prevented from making any outbound calls until they get 50 positive votes.
