We have reviewed many solutions, including block lists which can grow to enormous sizes, and hardware or software solutions requiring user verification. Instead, we propose a simple application to check a two-tiered whitelist database of known good numbers before passing the call onto the recipient. This application can be modified for use in multiple platforms to optimize its use and allow for deployment at nationwide levels.
Our complete solution would require a hardware component for any consumers using a land-line or VOIP phone.
